Overview The IT Specialist will play a critical role in organizing the startup IT infrastructure and ensuring the smooth operation of the center’s information and communication technology systems. This position involves managing the installation, configuration, and maintenance of IT systems, leading the implementation of the Health Management Information System (HMIS), and providing ongoing technical support to staff. The IT Specialist will ensure that technology aligns with the center’s operational needs and strategic goals, ensuring data security, system reliability, and efficient IT operations.
Key Responsibilities:
Startup IT Infrastructure Arrangement
Lead the planning, setup, and configuration of the initial IT infrastructure for BDSEC, including hardware, software, and network systems.
Coordinate with external vendors to procure, install, and test IT equipment and systems.
IT Infrastructure Management
Oversee the ongoing maintenance and management of IT systems, ensuring they are optimized for the center’s needs.
Monitor and manage network infrastructure, servers, and workstations to ensure optimal performance.
Data Security and Backup
Develop and enforce data security protocols to protect sensitive information from unauthorized access or breaches.
Implement and manage regular data backup and disaster recovery plans to safeguard critical data.
Health Management Information System (HMIS) Leadership
Lead the deployment, management, and continuous improvement of the HMIS to support clinical, administrative, and reporting needs.
Ensure the HMIS is effectively integrated into the center’s operations, providing training and support to staff as needed.
Data Analysis and Reporting
Oversee the collection, analysis, and reporting of data to support decision-making and enhance operational performance.
Develop and maintain dashboards and reports that track key performance indicators and provide actionable insights.
Technical Support and Training
Provide hands-on technical support to staff, troubleshooting IT-related issues and resolving them promptly.
Conduct training sessions to enhance staff proficiency in using IT systems, software, and tools.
IT Policies and Procedures
Develop, implement, and regularly review IT policies and procedures to ensure compliance, security, and operational efficiency.
Align IT policies with the center’s strategic objectives and adhere to relevant regulatory requirements.
Issue Monitoring and Vendor Coordination
Continuously monitor IT systems to identify and resolve issues proactively.
Collaborate with external vendors for the maintenance, repair, and upgrading of IT systems.
Reporting and Collaboration
Provide regular reports to the COO on IT system performance, issues, and future technology needs.
Work closely with the COO and other departments to ensure IT strategies support the center’s overall mission and operational goals.

Education
University/Undergraduate
Qualifications
Master of Science in Computer Engineering/Information Technology. Bachelor of Science in Computer Engineering/Information Technology. Professional certifications in IT (e.g., CompTIA, Cisco, Microsoft) are preferred.
Experience
Minimum of 5 years of experience in IT management or a similar role, with a focus on healthcare or related sectors for Master degree holder
Minimum of 10 years of experience in IT management or a similar role, with a focus on healthcare or related sectors for Bachelor degree holder.
Experience in organizing and setting up IT infrastructure for new facilities is highly desirable.
Demonstrated experience in managing HMIS, data analysis projects, and ensuring system reliability and security.
Experience working in resource-limited or international settings is advantageous.
Additional Skills Required
Strong technical skills in network management, system administration, and IT security.
Proven ability to manage IT infrastructure setup and maintenance.
Proficiency in IT management software, HMIS, and Microsoft Office Suite.
Excellent problem-solving, troubleshooting, and analytical abilities.
Strong communication and interpersonal skills, with experience in training and supporting users.
