About the Ethiopian Red Cross Society
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131 District/Woreda Branches, 599 Woreda Red Cross Committee and 5871 Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.
JOB SUMMARY
Under the supervision of Regional/Zonal branch Head, ICT and EOC Senior Expert, follows up EOC, activities of the branch in accordance with the policies and procedures in place; operates the Branch Emergency Operation Center (EOC) to provide an informed for decision making and action on emergency preparedness, response and recovery functions at branch level; participates and facilitates installation of ICT infrastructure the branch requires; performs computer networking according to software system design and office layouts; monitors and evaluates the existing ICT infrastructure of the branch to identify latest requirements for system installation and enhancement in consultation and collaboration with the users; familiarizes and trains users on new information technology service.; In the branch EOC center the incumbent registers and follows up the administration information collection and distribution; facilitates the preparation and submission of progress reports for first-aid and ambulance service activities.
KEY PERFORMANCE AREAS
Coordinates EOC service intervention need assessment activities of the branch in accordance with the policies and procedures in place by the Society;
Operates the branch Emergency Operation Center (EOC) to organize factual information for decision makers and to take an action on emergency preparedness, response and recovery functions at a strategic level;
Responsible for the operation of the branch EOC and report the branches emergency response assessment and assistance request to Disaster Preparedness and Response at HQ through the EOC of HQ.
Collects, organizes, analyses and reports critical disaster incident information and data for use by branch management and HQ decision makers through EOC of HQ; Tackles problems and handles issues referred to him/her from head of the branch and implementing units and staffs.
Ensures that accomplishments of the program are kept recorded, timely communicated and the database thereof properly established and managed at the branch levels; Coordinates training to volunteers and pertinent personnel of the branches on EOC service;
Participates and facilitates installation of ICT infrastructure that facilitates collection, processing, storage, accessibility of operational, financial, human and material data at the branches;
Performs computer networking according to software system design and office layouts; Familiarizes and trains users on new information technology services such as how to share resources and use shared local area network resources;
Ensures that the Society’s ICT facilities such as servers, computers, printers, network devices and other hardware peripherals and software are properly functioning; Provide appropriate technical support to users to ensure proper functioning of ICT system in the branch;
Provides technical support to the zonal andworedabranches on ICT support need identification, ICT infrastructure installation, network administration and application; Monitors and maintains the internet connectivity of the branch;
Promptly takes troubleshooting actions on system failures; Prepares annual and operational preventive maintenance or servicing plan of the branch’s electronic equipment and executes accordingly;
Provides technical support to end users on application of computers and other related ICT items of the branch on the job in offices, conference halls and public events of the branch;
Identifies or determines supply requirements for his/her job of computer and other related electronic maintenance and repairs, develops technical specifications, requests and follows up and checks incoming procured equipment and parts according to technical specifications;
Assembles, fits and adjusts servers, computers, radios, printers, faxes, telephones, televisions and other related electronic and electrical equipment of the branch; Carries out regular inspections and servicing on computers and other related electronic and electrical equipment of the branch;
Inspects faults or diagnoses malfunctions with the aid of testing instruments; promptly takes troubleshooting actions on failing or malfunctioning computers and other pieces of electronic equipment;
Follows up the progress and status of outsourced electronic maintenance and repair activities; verifies the effectiveness of outsourced maintenance and repair work upon delivery; Renders appropriate training to end users on computer and other electronic equipment application and fundamentals of maintenance and repair based on application skill gap assessment results;
Runs the radio communication of the branch and receives and passes messages to user work units from HQ and/or project sites; Registers and files radio messages received and passed, detailing the date, name of the receiver/passer and type of message for further reference;
