Description of the position
We are seeking a Logistics Manager for the opening of our mission in Ethiopia. This role involves overseeing and coordinating key logistics functions, including procurement, vehicle fleet management, equipment/telecommunications management, and supplies management. The scope of the job considers the coordination base in Addis, the new base of Adwa in Tigray and the opening of a new base yet to be located. The job will request at least 25% of the time on the field.

Supply Management
Carry out a purchasing environment analysis at the local level and draft the Procurement tables.
Supervise the update of price lists and supplier files
Supervise the Solidarités International purchasing procedures and those from donors funding the programs.
Establish and update purchasing timelines, taking into consideration procurement tables, operation timelines and contextual and procedural logistical constraints
Receive, approve and process requests for quotes and internal order forms
Ensure that budgetary lines related to logistics are monitored and observed, manage the Logistic budget follow up tool and do the forecast of the expenses for the new projects.
Supervise the preparation of purchasing documents and draft the contracts
Participate in the drafting the call for tenders and purchases done by coordination for the base.
Supervise purchasing, ensuring that approval rules and procedures are observed
Select suppliers and negotiate prices, deadlines and delivery methods
Ensure that purchasing documents are complete and archived in keeping with Solidarités International procedures
Ensure that dealings with suppliers are monitored
Vehicle Fleet Management
Negotiate and follow up vehicle rental contracts
Ensure that the planning and execution of maintenance and repair work on mission vehicles is done and follow up.
Review the vehicle movement plan
Permanently ensure that all drivers have received general training and carry out regular testing
Ensure that drivers are aware of their obligation to adhere to Solidarités International safety rules and procedures
Ensure that vehicle log books are in place and are used correctly
Ensure that fuel consumption and vehicle mileage are monitored, consolidated, analysed and recorded.
Manage the theorical fuel stock follow up.
Prevent the misappropriation of fuel and spare parts
Equipment/Telecommunications Management
Ensure the update park statement in real time
Optimize repartition of materials according to task needs
Organize the installation, safe-guarding and monitoring of materials
Install communication means and ensure that they are regularly maintained
Ensure that the teams are trained in the use of these communication means
Request the creation of different IT accounts to the base (365, Eversign, …)
Management and Monitoring of IT Equipment
Ensure the update antivirus software
Supervise the implementation of backup and data-protection procedures
Ensure the maintenance and correct use of IT equipment
Supplies Management
Ensure material is stored under suitable conditions and monitor expiration dates
Ensure procedures are followed as stock is checked in and out
Ensure that all documentation linked to stock is complete and correct
Review monthly physical stock inventory
Human Resource Management
Analyse and quantify logistics personnel needs
Support the field Coordinator in the recruitment, training and supervision of the logistics team
Conduct in collaboration with the field Coordinator performance reviews for members of the logistics team
Organize formal team meetings at regular intervals
Brief the new employees of the base concerning the logistic activities and department
Security
Supervise the implementation team safety measures as determined by the coordination team field coordinator
Ensure that the teams are trained in safety rules and procedures
Pass on any security-related information to his/her line manager and the field coordinator
Reporting/Capitalization
Ensure the compilation of price and supplier lists, as well as information in use (import-export, exemption, taxes)
Ensure that internal order forms are monitored and that the status of each order is given to the person waiting
Consolidate and review logistics packs monthly and pass on to the logistics coordinator
Provide and support the logistics coordinator with all information needed to draft intermediary and final reports
Pass on purchasing reports for closed programs to the coordinators at the established frequency
Develop with support of field coordinator and Support coo the logistic strategy for the base.

Education
University/Undergraduate
Qualifications
Degree in Logistics, Supply Chain Management or a related field
Experience
3+ years of experience in procurement or any related field
Field based and humanitarian experience is expected
Languages:
English proficiency is appreciated
Skills:
Procurement and Supply Chain Management: Strong understanding of procurement procedures, supplier management, and contract negotiation. Ability to analyze and create procurement tables, manage price lists, and oversee stock management. Knowledge of donor funding requirements and compliance with procurement guidelines. Budget management and cost control skills, including expense forecasting for projects.
Fleet and Vehicle Management: Expertise in vehicle fleet management, including rental contracts, maintenance planning, and fuel consumption monitoring. Ability to manage vehicle logbooks and ensure drivers adhere to safety rules and protocols. Experience in logistics planning, including vehicle movement and usage analysis.
IT and Equipment Management: Experience in managing IT and telecommunications equipment, ensuring maintenance, installation, and training for teams. Understanding of data protection, antivirus management, and backup procedures. Ability to maintain and monitor technical equipment and optimize material distribution for tasks.
Human Resource Management: Strong people management skills, including recruitment, training, and performance reviews of logistics teams. Ability to conduct team meetings and ensure clear communication and coordination. Leadership skills to support the field coordinator in personnel management.
Safety and Security: Knowledge of safety procedures and the ability to enforce security measures across the logistics team. Experience in training staff on safety protocols and responding to security-related incidents.
Organizational and Analytical Skills: High level of organization, attention to detail, and ability to track and monitor inventory, purchasing, and logistics data.
Problem Solving and Adaptability: Ability to handle logistical challenges, adapt to changing conditions, and find efficient solutions. Proactive approach to troubleshooting and addressing operational issues, from procurement delays to fleet maintenance problems.
