About the Job
Main Purpose
This role is designed to achieve two objectives
Cover the Human Resource Manager Post that is under maternity leave
The Human Resource Manager (HRM) oversees the people management function of HFJ Ethiopia. The HRM advises leadership of HfJ Ethiopia on appropriate HR strategies and related risks. He/she is accountable for developing and enforcing measures to drive performance, capacity, and motivation of HFJ Ethiopia employees. With support from Senior HR Officer on execution, the post holder will ensure compliance by management and staff of HFJ Ethiopia with employment-related legislation and policies, procedures, values, and culture of HFJ.
To ensure smooth transition takes place while Finance & HR functions start operating independently, by putting in place simple, effective and transparent system to drive the operations of Hope for Justice Ethiopia.
As we roll out our exciting 3 years country strategy, one of the decisions made is to separate Finance & HR & Functions to allow the right focus on technical expertise areas as we grow with our ambition & operation. During the 8 months period, the job holder will lead on this transition and is expected to revise and put in place relevant policies, guidelines in place to bring effective HR systems and administrative operations as this transition takes place

Main Duties
HR Manager – Maternity Cover
Work with the Country Director and HQ to develop appropriate local human resource policies, procedures and practices, and to oversee their roll out and review
Review results of employees’ engagement survey and identify areas where there is a need to enhance management and employee relations by addressing demands, or other issues.
Ensure new projects/ programmes have well designed human resources in place to achieve outcome/impact.
Lead in development of a collaborative culture within and across teams that can challenge one another, grow together, with a solution-oriented mindset
Ensure legal compliance throughout human resource management, and stay abreast with changes in country labor laws and regulations
Enforce HfJ’s performance management policies and systems to support in setting of performance indicators and review processes
Ensure the quality execution of recruitment and selection process including position posting, advertising, short- listing and selection, background checks and hiring.
Work closely with Programmes & Finance functions to understand programmatic needs and financial impact to lay out an effective operation place
Work closely with CD and Safeguarding Manager to support wellbeing and reduce HR specific risks
Supervise and support the Senior HR Officer in execution of quality human resource management and policy compliance
Supervise Office Assistant to ensure smooth office administration
Supervise the Execution Driver and Liaison Officer to ensure smooth logistics and vehicle operations across HfJ operation
Transition Related Actions
Review and reflect on previous/current operation, HR function, admin, logistic & other processes and provide a holistic overview and recommendation to CD
Ensure simplicity and smooth alignment of policies, like HRDM (Human Resource Development Manual), code of conducts and others, procedures & record keeping approaches, making them easily understandable by employees
Finalize pending revisions on HRDM, facilitating approval procedures, ensuring alignment with Global Policies, while remaining relevant to country context
Review HfJ Light House staffing, operations, administrative functions and propose effective means to support their growth towards excellence
Ensure smooth transition takes while the Finance & HR start operating independently with due consideration on admin activities in each
Share learning from the development sector and recommend innovative ways to keep the organization agile

About You
Experience & Education
Master’s degree in business administration, Human Resource Management, Organizational Development or Related Field.
At least 10 years of experience in the area with sound knowledge on human resource management as well as operations/administration
Minimum of 5 years of experience in senior leadership position
Experience in change management, internal system development and process reviews
Prior work experience in a non-governmental organization (NGO) with responsibility that includes cross country (Regional/HQ/etc) collaboration preferred
Soft Skills

Strong public relations and diplomacy skills and experience.
Experienced at motivating, influencing, and collaborating with others
Technical Skills
Excellent knowledge of Ethiopian labor proclamation, civil code, and other HR/employment related regulations, and demonstrated engagement with regulatory agencies (ACSO, MOLSA, etc.)
High sense of integrity, confidentiality and initiating sound judgement of HR practices.
Excellent critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
Experience in strategic leadership in putting systems, processes in place to drive operations & administration
